AIRCRAFT FRACTIONAL OWNERSHIP MODEL APPLIED TO BUSINESS MOBILITY AND REGIONAL DEVELOPMENT IN SERRA GAÚCHA MODELO DE COMPARTILHAMENTO DE AERONAVES APLICADO À MOBILIDADE EMPRESARIAL E AO DESENVOLVIMENTO REGIONAL DA SERRA GAÚCHA

Resumo

Aircraft fractional ownership has become an internationally established alternative for accessing business aviation by users who require frequent mobility but do not generate sufficient demand to justify full aircraft ownership. This article analyzes the application of aircraft fractional ownership to business mobility and regional development in the Serra Gaúcha region of southern Brazil, considering conceptual, regulatory, operational, and governance aspects. The study adopts a bibliographic and documentary review approach with an analytical-propositional purpose, bringing together references on fractional ownership, shared aircraft management programs, business aviation, regional connectivity, economic development, and aviation regulation. The research also examines the Brazilian Civil Aviation Regulation No. 91, Subpart K, complementary regulations issued by the Brazilian National Civil Aviation Agency, and international references related to this operating model. The objective is to assess the suitability of aircraft fractional ownership to the economic and business characteristics of Serra Gaúcha and to identify the requirements necessary for its implementation in accordance with operational safety and aviation governance principles. The findings identify regional applicability parameters related to business demand, aircraft selection, management structure, regulatory compliance, safety management, and program sustainability. The study also proposes an implementation and evaluation checklist designed to support managers, investors, program administrators, and researchers in the assessment of aircraft fractional ownership initiatives. It is concluded that the model has the potential to contribute to business mobility and regional economic integration, provided that it is structured as a formal aviation program supported by professional governance, operational safety, technical management, and compliance with applicable regulatory requirements.
